Project description: The Salvation Army relocated the Freedom Center from its 30 year home at Monroe and Ashland on the west side of Chicago to Chicago and Christiana Avenue in the West Humboldt Park neighborhood. This move to an all-new facility not only carried on the important tradition of spiritual guidance and adult reentry into community life, but also reaches out to economically and educationally disadvantaged individuals and families as well.

The Freedom Center is an umbrella residential campus consisting of the Harbor Light Center, The Salvation Army Corrections Center (Pathway Forward) and the Corps Community Center. The Harbor Light Center consists of a 212-bed residential substance abuse treatment center with ongoing case management, education, and support groups. In addition, a variety of job training and family programming services are provided to assist individuals toward life recovery. The Pathway Forward program is a 201-bed community integration halfway house program providing case management and life skill program services. Chaplaincy services including pastoral consulting and fellowship groups are also offered as part of the Pathway Forward program.

The Corps Community Center provides Church programming including Sunday services and Bible studies along with a variety of other community and youth recreational & educational programs. Many of the support, recreational and administration spaces are utilized for all three programs while providing controlled and secured access for the inhabitants and community groups. The program requires a 4-story facility of approximately 187,500 square feet. The development of the 223,136 square foot site includes the removal of several existing warehouse structures, and improvements including landscaping, decorative fencing & gates, parking for 170 spaces, truck docks, service facilities and vehicular drop-off & pick-up areas, along with other exterior amenities.

The Freedom Center is comprised of several interconnected structures linked along a common circulation corridor. The Corps Community Center entrance is located near the Chicago Avenue frontage providing access to the common Chapel and primary gymnasium space. While the entrance for program participants is along Christiana Avenue off of the center motor court/parking lot. The building has been constructed utilizing precast concrete wall panels, precast concrete plank floors, and precast concrete columns. The precast walls and structure are supported by caissons and grade beams, and the precast exterior of the building is articulated with a mix of brick masonry and cast stone.
